Free Ringtone Maker is a useful free tool for Windows that you can use to make your own free ringtones.
You simply open an audio file from your computer, and make a selection of the part of the track that you want to be used as a ringtone.
You can then save the selection as a ringtone to somewhere on your disk. The tool seems to function more or less as an audio cutter.
